The latest approach to the automation of the budgeting process is being tested and piloted in four regions of Ukraine under the “LOGICA” project title. The test is under way in Vinnytsia, Dnipropetrovsk, Lviv and Cherkasy regions.

The aim of the implementation of the second component of LOGICA as an international technical assistance project "EU for the strengthening of state financial systems of local governments" is to apply the latest models of interaction between the participants of the budgeting process, create graphical representation of real automated business processes in the form of diagrams and models, as well as to apply budget calendar and a number of other tools.

The implementation of the LOGICA project will allow citizens and organizations to receive information that will be publicly available in a convenient format and facilitate comparative analysis of the indicators of a given local budget with similar indicators of other local budgets. The project will help to build a two-tier model of intergovernmental budgetary relations and ensure the information exchange with all local budgets (currently 8243), strengthen the budgeting discipline of the main spending units and simplify the process of developing budgeting documents.

The mission of the LOGICA project is to create a sound, efficient, transparent and controllable system of local financial management that focuses on achieving sustainable economic and development goals, in accordance with the governmental commitments set out in the EU-Ukraine Association Agreement and in line with the Public Financial Management Strategy of Ukraine for 2017-2020.

As of February 28, 2020, the following tasks have been completed:

  • registration forms for the participants of the budgeting process of local budgets developed;
  • registration of budgeting process participants of the pilot undertaken;
  • local budget guide for 2020 approved;
  • the provision of information contained in the budget requests of the main spending units of local budgets for 2020 ensured;
  • the provision of information contained in draft decisions regarding 2020 local budgets approved by local state administrations and executive bodies of relevant local councils ensured;
  • the provision of information regarding the approval of local government decision on 2020 local budget ensured;
  • the provision of information contained in approved local government decisions on 2020 local budgets ensured;
  • the provision of information contained in the approved annual budget schedules for 2020 ensured;
  • analytical forms for approved local budget indicators for 2020 developed and implemented;
  • the provision of information contained in the local budgeting program sheets for 2020 ensured.
